I read something about this a few days ago. Sadly, it's by DJs for DJs...or so it seems.
It makes no provision for other than compressed media. It merely allows that a stereo mix and the various individual instruments can be held in the same MP4 container, in a fashion that allows a non-STEMS compatible MP4 player to see the stereo mix, and not choke on the rest.
