Old thread, but this may be of help.
I use Foobar and it passes DTS perfectly (and bit perfect) via Toslink to my Meridian Processor which decodes the DTS stream.
I use the SPDIFER plugin available at http://www.ga.cba.pl/spdif_w7.html and use Wasapi (event) Device (do not use 'default sound device'). Make sure volume in Foobar is at 100% and that you've not got any active DSP's. In SPDIFER settings (Preferences > Input) tick enable SPDIF for AC3 and DTS.
It works for me, hopefully it will work for you also?
