If it's a .wav file, any free tool with a FLAC converter should do.  Audiomuxer, Flac frontend, foobar2k...

Just don't expect the filesize to shrink.  As you are aware, the advantage of dts.wav--> .flac is in being able to tag the files. (Which will slightly increase the file size)

You can use foobar2k to split the album wav file  into separate tracks at the same time, based on the cue file. if you like.  Just load the .cue file into the foobar2k play window  (making sure that the audio file is in the same folder as the cue file).  The tracks will show up.  Then use f2K's Convert option to turn them into flac.

files, and others are wav/cue combinations. I'd like to convert them
to flac format for tagging purposes. I looked at eac3to, but I get the
impression I'd need to install some third-party convertors & codecs,
most of which are not free.
