Justin Bieber has pleaded with fans in Oslo, Norway to obey local authorities after police chiefs threatened to declare a state of emergency and shut down his plans to stage a surprise concert in the city on Wednesday night.

The Baby hitmaker touched down in Oslo this week to kick off a promotional tour for his upcoming album Believe, and he promised his European followers they would be treated to a few secret shows as he travelled around the continent.

He announced the first such gig on his Twitter.com blog on Wednesday afternoon, writing, "here r (sic) the details...at 920 2nite Im (sic) going to do a free show 4 u (sic) the fans at the Opera House here in Oslo... the show is part of my AroundTheWorld TV special and I will be doing 6 songs, 4 new, 2 old before i leave."

The news sent fans into a frenzy and thousands of screaming devotees flocked to the venue in a bid to secure entrance to the concert, overwhelming local police forces which struggled to keep the crowds under control.

TMZ.com reports authorities were on the verge of declaring a state of emergency and had reached out to Bieber to help them keep the peace, and the singer sent out a series of messages urging his followers to remain calm and stay safe.

He tweeted, "NORWAY - please listen to the police. I dont (sic) want anyone getting hurt. I want everything to go to plan but your safety must come first...for the show to happen u (sic) must all listen to the police. we are all concerned for your safety and i want what is best for u. please listen and tonight we will have some fun. love you and im excited to see you all."

Bieber's manager Scooter Braun has also been using his Twitter page to appeal to fans, writing: "the streets are filled...the bridges are closed. it is out of control. we may have to start the show early or they will cancel... working very hard with the authorities 2 (sic) make sure the show happens. please be patient and listen to the police. show may have 2 start early".

The concert was still scheduled to go ahead as planned as WENN went to press.
