On Tuesday the Toronto Blue Jays recalled the left-hander from triple-A Las Vegas and optioned right-hander Zach Stewart to double-A New Hampshire.
The 24-year-old Cecil returns to Toronto after making 12 starts for the Las Vegas 51s, compiling an 8-2 record with a 5.26 ERA.

Cecil began the season with Toronto, but after struggling with a dip in velocity and posting a 1-2 record with a 6.86 ERA, he and was optioned to Las Vegas on April 21.
Cecil, who led the Jays with 15 wins in 2010, will make his first start back with the Jays on July 30 vs. Pittsburgh.
Carlos Villanueva will now start on July 2 against Philadelphia in place of Stewart. It is expected former Blue Jay Roy Halladay will be his opponent that day.

In their press release, the Jays indicated they are limiting Villanueva to two starts to two prior to the All-Star break to allow the club to "control his innings more efficiently."
The 24-year-old Stewart made three starts in his initial trip to Toronto, posting a 0-1 record with a 4.86 ERA. He returns to New Hampshire where he spent all of 2011 prior to his debut with the Blue Jays.
In 12 starts with the Fisher Cats the right-hander was 4-3 with a 4.39 ERA.
