The CFL is expected to announce sometime next week that it has approved the expansion draft formula under which Ottawa will re-enter the league in 2013.

The league's governors nor its spokesman would not comment after a board of governors meeting Saturday in Edmonton, one day before the 98th Grey Cup.

But the league's governors had been scheduled to vote on an expansion draft formula in which each of the eight existing CFL teams would have been allowed to protect one quarterback.

Heading into Saturday's meeting, it was believe the formula had enough support to be approved, given the amount of back-and-forth among the governors on this issue over the past several weeks.

A vote had originally been scheduled for October but was put off when a consensus could not be reached on the issue at that time.

It is believed that existing teams will be able to protect one quarterback and 10 import players during the first round of the draft, with Ottawa selecting a maximum of two quarterbacks.

Teams will also be able to protect six non-import players, although teams that lose a quarterback in the first round may be able to protect eight.

Before a second round of drafting non-import players, teams will be able to protect another half-dozen non-import players.

Ottawa will also own the first pick of the 2013 draft. It is also believed that Ottawa will participate in the 2012 draft where it will be allowed to select players who are returning to school for another year and would be CFL rookies in 2013.
