Stampeders receiver Nik Lewis will not be suspended or fined for his controversial cutback block on Lions linebacker Adam Leonard in Calgary's 36-31 loss to B.C. on Friday night.

With Stamps quarterback Henry Burris scrambling out of the pocket and Leonard in pursuit, Lewis lowered his shoulder into Leonard's chest and then made contact with his head.

Lions general manager and head coach Wally Buono felt Lewis should be fined for targetting Leonard's head in a dangerous move.

''You look at how he launches himself, how he becomes a projectile,'' said Buono on Monday. ''I believe that (Lewis') intent is to take his head off. Thank God Adam didn't get killed.''

Last week, Lions' Solomon Elimimian was fined for his helmet-to-helmet hit on Edmonton Eskimos quarterback Ricky Ray, leaving the linebacker looking for answers in light of the league's decision on Lewis.

''Let's be consistent,'' said Elimimian. ''What I don't like is having rules that seem to be made up as we go along.''

Lewis denies targetting Leonard's head, saying he made the block because he felt the Lions linebacker could have made the tackle if Burris had turned upfield.

''Considering I put my shoulder into his chest, that should let you know I didn't try to take his head off,'' said Lewis.
