If you just want to make audio CDs, simply click on the "Audio CD" tab in Toast, then drag and drop the songs you want to record to the window. then press the big button to record. Toast will convert the songs on-the-fly and you will end up with the audio CD in 5 minutes.

Some good applications you can use on the Mac for audio decoding/encoding the formats you mention include:

XLD
XAct
Max

If a sound file comes with a .cue file you can try opening it (the .cue) file with Toast to burn to disk (a .cue file is a playlist for the accompanying sound file). If Toast can't open them, using the programs mentioned above you can open the .cue file to decode ape/flac files to wav then use Toast to burn to CD. 

CDR and NRG files are Windows native files and are similar in format to an ISO and can (sometimes/usually) be opened as a Disk Image with Toast. 

I don't usually burn to CD, so most files that I can't convert can usually be played with Songbird and VLC and/or on my Popcorn Hour ...
