you've downloaded is placed in the Incomplete Downloads folder. During
that time someone else can "piggy-back" on your DL and get what you've
already downloaded.
If you weren't downloading that file at the moment it may be so that
someone can DL your already downloaded data anyway. Maybe it's changed
in the recent Apex update, or maybe that user's client still has a
"pointer" to your data from when you had an active download.
