[SurroundSound] Cue question

Hello all,

I recently grabbed empanadilla's wonderful PF Animals from avax. I'd like to create a cue file for each of the two flacs, so I planned to use an existing cue file as a template. Here's my question: why do some tracks have one index entry, but others have two?

Here's an excerpt from a typical cue from my collection. Note that tracks 1 through 4 have INDEX 01, but tracks 5 and 6 also contain INDEX 00. Can someone explain please? Thanks.
