Open Apex DC++ and go into settings (File--->Settings).  From the left hand menu items, choose Connection Settings.  Select the box "Firewall with manual port forwarding".  Choose a port number for TCP and UDP (e.g. 7500 for both).  Now go into your router configuration and find port forwarding.  Forward port 7500 (or whatever number you picked) to your computer running Apex.  

I chose port 7000.  Here are my settings in DC++:
